How much surveillance is too much surveillance?

In the UK, there is now reportedly one CCTV camera for each twenty people.

If an abundance of surveillance makes us uncomfortable, the threat of ID theft makes many feel insecure.

When is surveillance an unacceptable intrusion on privacy? What can we do to guard our personal privacy - especially from fraudsters?
