Do charities ask for donations in the right way, or do their approaches, especially when it comes to street collectors, border on badgering?

In a recent interview for BBC Radio, Mal Fletcher commented on new regulations introduced by the British government to curb nuisance behaviour by 'chuggers' (street collectors).
